1 cup powdered sugar
1 to 2 tbsp milk or heavy cream

Instructions
1. In a medium bowl, whisk together flour, baking soda, salt, cinnamon, and nutmeg.
2. In a large bowl, beat softened butter with brown sugar and granulated sugar until light and fluffy.
3. Add egg, egg yolk, and vanilla extract, then mix well.
4. Add milk and beat until smooth.
5. Gradually stir in the dry ingredients until just combined.
6. Chill the dough for 20 to 30 minutes if it feels too soft.
7. Make the streusel by mixing flour, brown sugar, granulated sugar, cinnamon, and salt, then stir in melted butter until crumbly.
8. Preheat the oven to 350°F and line baking sheets with parchment paper.
